Pune set to re-establish its identityas “City of Cycles”!!!
In keeping with the mandate articulated in the Smart Cities Mission, Pune Smart City
Development Corporation Limited (PSCDCL) in association with Zoomcar’s (PEDL) will carry out a pilot trial of public bicycle sharing in Aundh and Savitribai Phule Pune University. The launch is likely to happen on Tuesday, December 5 th , 2017 at 10. 30 am by the auspicious hands of our Mayor Smt. MuktaTilak. Dr. Rajendra Jagtap, CEO of Pune Smart City Development Corporation Limited (PSCDCL) briefed in while addressing press conference.
As part of the Smart City Mission, a project has been taken up to develop a 1.5 km Pedestrian Walkway in Aundh. A cycle lane is implemented as part of the project and this can be one of the early demonstration sites for design and use of cycle lane. As part of the Pune Streets program, about 100 km of road are being re-designed including Satara Road, Solapur Road, JM Road, FC Road, core city area and Sinhgad road. The designs of some of these road were reviewed as part of the process of preparation of the Pune Cycle Plan and suggestions were made to the Road Dept in relation to the design of cycle tracks and junctions to enable appropriate movement of cyclists. One of the main aims of creating the Comprehensive Mobility Plan was to prioritize and allocate the investments in the transport sector. The operations and maintenance cost is a very important aspect while calculating the lifetime cost of the project as it helps in sustaining the project. Though the comprehensive Mobility Plan aimed to focus on moving people over vehicles, the emphasis on Non-Motorized Transport was relatively low. This scenario, has changed with the advent of the Smart City Mission, in which greater emphasis has been given to Non-Motorized transport. Thus the focus is on the physical infrastructure which includes dedicated lanes and colors on them, introducing public sharing and creating IOC and awareness among citizens at large.
The proposals prepared for Smart City Mission deal with bicycles, street design, footpaths, junctions, open spaces and non-motorized streets per the definition of a smart city and thus transforming Pune to be sustainable, plentiful and attractive for all walks of people. Few initiatives concerning bicycles were included in the Pune Smart City Proposal, such as the public bicycle sharing system from 18 to 60 months, taking NMT to 8% from 1% through 27 km bicycle tracks and creating a 42 km cycle track. Incidentally, Aundh-Baner- Balewaadi (ABB) is the area slated for redevelopment in the Pune Smart City Plan which was prepared after extensive consultation with citizens and other stakeholders. One of this pilot will help citizens get a feel of public bicycle sharing and with their feedback will later on be rolled out in other areas including helping PSCDCL and Pune Municipal Corporation (PMC) to plan for a pan city roll-out of this much required public bicycle sharing in the city of Pune. Deploying dock-less technology and provision for e-payments through a mobile app, this pilot is being tried out at almost no cost to the citizens. Provision is also being made to have designated areas in Aundh and Savitribai Phule Pune University for collection of parking of the cycles.Two vendors agreed to participate in this activity and as a pilot to help people understand the feel and in turn receive their feedback it is a safer haven to do a pilot run in this part of the city. For Pan city, several meetings were planned and organized to get consultants and various NGO’s on board for a citizen engagement, however, we went ahead with ABB since it was the right time to implement. Efforts to introduce public bicycle sharing will only complement the other initiatives of PSCDCL as part of the plan which includes place-making, street redesign etc. among others. PSCDCL has also set aside around Rs. 10 Crore to set up bicycle infrastructure under ABB area which will not only make the city cleaner and greener but also keep Punekars healthy and fit.
